At the Meeting of the Parties (MoP) in Tromso in 2009, the Parties acknowledged the need for a coordinated circumpolar action plan (CAP), and that such a plan should emerge from national plans. At the MoP in Iqaluit, Canada in 2011, this need was emphasized. Although all the national plans aren't finalized, it was agreed in Iqaluit that the CAP should be developed with the goal to agree on a finalized plan at the next MoP, to be held in Russia in 2013. A table of content was circulated in spring 2011, and PBSG commented on this  document in summer 2011. This time, the PBSG was asked to give specific input to four sections of the CAP, input that was delivered on time on September 15.
