The Parties to the 1973 Agreement met again in Moscow, December 4-6, 2013.
The two-day formal Meeting of the Parties to the 1973 Agreement was preceded by a one-day "International Forum on Conservation of Polar Bears" that was attended by high-level delegates from the five nations. From Russia: Sergey Donskoy (MInister of Natural Resources and Environment of the Russian Federation), from Greenland: Karl Lyberth (Minister for Fisheries), from Canada: Leona Aglukkaq (Minister of Environment), from USA: Geoff Haskett (Regional Director for the Alaska Region of the US Fish and Wildlife Service), and from Norway: Lars Lunde (State Secretary, Ministry of Environment).
The discussion at the Meeting of the Parties focused mainly around the development of the circumpolar action plan. The plan is to have a final draft ready for signature at the next Meeting of the Parties, in Greenland in fall 2015.
PBSG delegates had three presentations at these meetings, first a presentation by Dr. Amstrup on updates on conservation status and threats for the various subpopulations at the Forum, then two presentations at the MoP; first a presentation on future science and management needs by Dr. Amstrup and then a presentation of the circumpolar monitoring framework by chairman Vongraven.
